Charul Dhingra leads large-scale interventions across education and gender at J-PAL South Asia, with a focus on embedding evidence-based programs within government systems to drive sustainable impact. Her work centres on strengthening state capacity and building pathways for scale by working closely with government stakeholders, researchers, implementation partners, and funders.

She currently leads J-PAL South Asia's engagement with the Department of Education, Government of Karnataka, through EdLabs, supporting the design, institutionalisation, and scale-up of programs aimed at improving foundational learning and strengthening data-driven governance systems. She also co-leads the management of the ASPIRE grant, supporting strategic planning, donor reporting, budgeting, and cross-team coordination.

Her portfolio includes Math Games, an activity-based foundational numeracy programme; remote tutoring interventions; and gender equity curriculum initiatives focused on creating more inclusive school environments and improving socio-emotional outcomes. She also contributes to synthesising implementation learnings and developing knowledge products on scaling evidence-based reforms within public systems.

Prior to joining J-PAL South Asia, Charul worked with NGOs in the education sector to support the Indian Ministry of Education, NCERT, and several state governments in designing and implementing large-scale education transformation programs leveraging technology and data. She also supported government stakeholders in implementing the NIPUN Bharat Mission through whole-school improvement programs led by education leaders at scale.

Charul holds a Master's degree in Education from Azim Premji University and a Bachelor's degree in Economics and Finance from Ahmedabad University.
